CNN —Three 12-year-old children have been wounded in a school shooting near Finland’s capital Helsinki, Finnish police reported Tuesday. The suspect, also aged 12, has been apprehended and is in custody, police said. The incident took place at Viertola primary school in the city of Vantaa, about 18 kilometers (11 miles) north of Helsinki. The school has about 800 students between 1st and 9th grade, Finnish public broadcaster YLE said. This is a developing story and will be updated.

The expert said pipelines near the bridge could make removing the bridge debris more challenging. According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services. Those are jobs are on land, and does not include crews of the various ships that call on the port. There is also a problem of lost income for ships stuck in the port that are unable to leave.

The court held that conduct on social media can be viewed as a state action when the official in question "possessed actual authority to speak on the state's behalf" and "purported to exercise that authority." While the officials in both cases have low profiles, the ruling will apply to all public officials who use social media to engage with the public. The cases raised the question of whether public officials' posts and other social media activity constitute part of their governmental functions. In 1940, Benjamin O. Davis Sr. became the first Black person to achieve the rank of brigadier general in the US Army. Twenty years after his father made history, Davis Jr. became the first Black brigadier general in the Air Force in 1960. Davis Sr. was born in Washington, DC, less than 20 years after the ratification of the 13th amendment, which abolished slavery. So, Davis Jr. moved alone to Chicago for nearly two years to secure the nomination and his spot at West Point. “So, (the Army) provided no opportunities for African Americans to lead troops, it provided no opportunities before 1940 for African Americans to fly airplanes, there were no African Americans in the Marine Corps,” Moye added.

Housing starts collapsed 14.8% month-over-month in January to a five-month low, according to Census Bureau data released Friday. The decline in new construction flies against the trends of strong and rising demand throughout 2023 and into this year. It also marks a reversal from a period of rising supply seen recently, with new housing starts jumping 14.8% last November. David Rosenberg, economist and president of Rosenberg Research, said in a note that it's hard to determine how much seasonal factors like inclement weather played a part in sending construction starts tumbling last month. Rosenberg added that a strong pipeline of multifamily construction will continue to impact the market for the foreseeable future.
